When your car stops giving you a safe and confidant feeling when driving in the rain.
I'd rather buy new tires earlier rather than later. I don't care that I have "some" tread left, I don't feel the need to squeeze every last drop out of a tire if my car is not handling well. I don't mind being wasteful when it comes to safety.
