What I do know is that the 2nd lens is pricier because it has image-stabilization built-in. If you are using a tripod, then the former would suffice. If not, then IS/VR makes a huge difference. Also, if you're shooting something fast moving, you'll want a fast lens, and I'm not sure f/4.5-5.6 will be fast enough.
