Paving material choice is all about COST. Period.

Concrete may be more durable, especially in warm weather climates where freezing water wont crack it to bits, but it takes longer, costs more (+ rebar, etc), and repairs are much longer/expensive.

Asphalt is simply cheaper, easier and faster. Pothole? Cold Patch. Bad section? Simple grind and repave in 1 train. Of course, being petroleum based, costs could increase. Thus the use of rubbers and other polymers melted into the mixture - helps cost (recycled), in theory durability too.
