I don't know if this type of stuff had been talked about here, but I'll try you guys. Three types I came across:
1) Fan mechanism that bolts onto the hub (where spacers would sit)

2) Fan mechanism that attaches to the wheel like a wheel cover (like a hub cap)

3) fan-shaped wheel spokes, sometimes called "wheel fairings"

How effective are these?
Why are these not widely used on street performance/sport cars?
Which directions should the fan spokes be? Suck the air out of rim, or shove air into rim?
