Quality in these scenarios doesn't have anything to do with the country. It depends on the administration of BMW, even if they opened a new plant in Germany, they would have to pass through the same curve and processes than in Mexico, with the difference being the familiarization between the two languages.

It also depends on the salaries BMW establish in Mexico, the higher the salaries, the better the people they will get to work with.

Apple and Microsoft as well as other leading companies, offer very high positions for mexican engineers to work in the USA. Paying them even more than the people from the United States in some cases.

A bad choice of BMW would be if they wanted to open a Plant in an island for example, where they would not have access to enough high profile people. The people that complain about this, I'm sure they would be surprised if they visit Mexico City and other many important cities in Mexico. Bigger firms than BMW have many financial, marketing… departments, offices and buildings in Mexico, just have trust that the country can cover "manufactory" haha.
