That is bc most Germans know BIG BROTHER is a watching them. On the U-bahn they have undercover cops that watch you... to see IF you purchase a ticket or not. IF you get caught it is $$$(euros). Same thing goes for the rest of German culture. Eveyone behaves bc they know the chance of getting caught is high and then you will be paying and paying for your offense. Its the same with driving offenses.

That is why to outsiders Germany looks so utopian.
