However, Ferrari still managed to reduce that gap to merely 4 points.
George Russel had a 5 place grid penalty for a manhole cover destroying his car in 2019 Baku. His repair didn't involve quite as much as Sainz, so less penalty. He was racing for Williams at the time, but there's an obvious relationship between Merc and Williams. I wouldn't be surprised if Toto was just arguing for equal treatment under the rules, which makes sense. Apply the rules evenly, and if somethign doesn't make sense in the rules, change it.
Are you sure about that penalty?
If I compare the qualifying results from f1 to the starting grid, there is no penalty that I can see:

I remember the incident with that big cover (or better sad, 'a' incident), but as RUS was a backmarker then, I don't remember penalties or not of course.

No penalty for Russell (car 63) during qualies and race.

It could be argued though that Russell didn't get a penalty for the PU change because it was only the second PU he had used during the 2019 season but that, AFAIK, FIA did count that PU engine change nevertheless (no waiver).

Russell clearly hit a drain cover ...and, subsequently, the tow truck hit a bridge and leaked oil on Russell's transported car:
