That's the MFest Quick Release License Plate Holder, might actually want to get rid of mine, because it doesn't work well with my Replica Bumper, the product works as it should but I cant put the cover back on because the bumper is to small, works with OEM Bumpers..
I can leave it on no problem, but once i quick disconnect it, i cant close the cover as shown in the video below.
