Consider plaque clogging up an artery. It doesn't cause a heart attack until it breaks loose. Carbon is very hard, and it's even better off sitting there if you're not going to remove of it properly.

logical analogy, but if the carbon was chipped off by hand and not extracted, it would be spat out through the exhaust after a couple of revs tops, it shouldn't be anywhere near large enough a chunk to damage a valve either.
still, definitely better off removing it properly anyway.
