Find a car for $12,000 and I guarantee you'll spend atleast 1-2k fixing it in the first year, so if you really can't stretch for a properly maintained car then I would look for something else. Not saying this to be a dick but you're not going to be happy when you're spending money fixing it because you were expecting the "perfect" car for 12k
