Question:
I coded to re-enable the Anti-Dazzle Active High Beam Assistant (my M4 has the LED Lighting Package) by changing FA to remove 5AP and 8S4. I verified and saved the new FA, and then clicked on "Write FA PP" button in the VCM Master tab to write the new FA to my car. Is this all I need to do to enable the Anti-Dazzle Active High Beam Assistant?

No. You still need to load modified FA, and VO Code Car for new settings to be applied.
