The Tokina is supposedly an awesome lens (never tried one), but good luck finding one. The 10-22 is a tad older, but it's more readily available and is a damn fine lens itself.
My "dream team" is as follows:
10-22mm
24-70mm f2.8 L
70-200mm f4 L
Plus my two primes. It's doable.
