Olenna. In the books the pie did indeed contain the poison. The poisoned portion was actually Tyrion's and Joffrey ate it instead, implicating Littlefinger. The show omitted this part to create a better whodunnit. In the show, the wine was poisoned via one of the jewels on the necklace given to Sansa by Dontos the fool. Olenna removes it while she is "arranging" Sansa's necklace and intends it for Joffrey from the start. In the books the jewel comes from Sansa's hairnet which Olenna also "arranges" prior to the poisoning.

Fun fact: Sigur Ros translates to "victory rose" in English. I am betting that G.R.R.M. included them in the wedding as an Easter egg identifying the perps.
