If the roads are generally clear, the PA4 would be the better option. It is a better handling tire on dry roads. Although, it should be said, the X-Ice Xi3 is not bad in the dry. The Xi3 still performs better on dry roads than any other studless ice/snow tire. The Xi3 will also create better traction when the conditions are bad.

In the size 225/45/18, the PA4 is not available. So that makes the decision a little easier.
If you are set on the PA4, you could use size 245/40/18 as an alternative size. Although the narrower 225/45/18 would be best for winter traction.
Personally, if I was in your situation, I would go with the 225/45/18 Michelin X-Ice Xi3.
