I think the Only way to fix and possible Retrieve the Broken Tab, is to Remove and Inspect the Filler Neck.
Go to a good Body Shop, not dealer.
This should not take more than 2 Hours to fix completely.

Also recommend finding a Fuel Filler Neck complete from Auto Wrecker, or Ebay and take it to Body shop on first visit.
And,
If the Broken Tab has fallen into Tank...
well option 1, Leave it there.
Option 2, get it OUT....and Make sure the Rubber Seals on the Tank Access are Replaced (NOT REUSED OLD Ones), It a one time thing.
