Found out it was a broken tensioner pulley, easy fix, all better now.

Sounds more like an air leak. Make sure that everything and all of the hoses and lines are tight. It sounded loud right by the intake hose.

Kinda sounds like the bypass valve is fluttering.

You can try unplugging the vacuum hose on the bypass valve to confirm whether its that or not. If it is the bypass valve, most more than likely you have a vacuum leak somewhere that is causing the piston inside the valve to fluctuate.

chek the boost pipe the comes up to the intake manifold and see if its hitting the cooling fan

Noticed under very light revs it does speed up the sound, but either disappears or gets drowned out by the exhaust by about 2k RPMs
