Boost Gauge Question

So I recently installed an Autometer mechanical boost gauge, everythings working but at wot its reading 15 psi? I dont have a tune that I know of, only a dci and a muffler delete, I bought the car from a dealer about 4 month ago. The only thing I can think of its a cheap gauge and its out of spec. Any thoughts? Could it have a flash tune the dealer didnt clear?
