Self-repair, pro-repair, or replace

Hopefully you guys can get a good feel for the damage to my rear bumper cover. My question, how can I determine if I can use a paint repair kit, replace the bumper, or get it professionally repaired?

I'm pretty certain the green will come off with a clay bar or maybe a mild polish, but the black portions are what I am concerned with.
