I think it is more about not wanting to attract attention but he is not the only customer. Although you may think it is all about money some special customers have leeway due to status and relationship that goes beyond just buying the car.
Some very rich customers who throw money down do get told no on the basis that it is not practical for the company to apply or fulfil.
