There is a reason why they provide that in those EU countries because roads are just much nicer and they figure this "marketing campaign" may increase their sales volume (both in cars and tires sales).
I cannot imagine they would do that in the US because of the road conditions. Same goes for UK and that's why they don't offer that there too.
