It's unofficially called a "tamper dot."
It illuminates because someone apparently installed an instrument cluster from another vehicle and the kilometers was lower from said vehicle.
Your only solution is to have a coder "virginize" the cluster's EEPROM and allow the vehicle to mate its VIN and actual kilometers to the new, refreshed data redundancy memory, within the cluster.
Any coder can do this remotely and there are couple of them lurking in the marketplace section of this forum.
