Air distribution not working

I have a problem with my X5 E70 heating/ac settings. Everything works as it should apart from the air is only working to the window & not working in the centre or the floor. I take it away from window completely & it only blows out to the rear of car but will not go to the floor or the centre console at all. I have replaced the control panel on the dash as read that is all it could be but it has made no difference. It is as if the flaps are stuck in the window position and won’t move to any other. Does anyone have any idea what this could be as I’m at the end of my tether with this and feet are frozen ��
