Does this look like rubbing?

Hey guys, I got spacers installed recently and I checked the inside of my fenders last night and it looks like this.

Is this a sign that my tires are rubbing against them?

That area never gets touched. Drive over a 4x4 block of wood and youll see.

Looks like some kind of corrosion of some sort. Any clearer photos?
