I'll go with 288. I don't see how the 2*12 can go before 48/2, since both operators are equal and should, thus, be completed left to right.

is the same as:
48/2*(9+3)
STEP 1:
9+3=12
So now we have:
48/2*12
Multiplication and division are of an equal hierarchical value so you go from left to right:
STEP2:
48/2=24
STEP3:
24*12=288
