Are you supposed to remove the foam cover off a 320D air filter?

Hi Guys.
As title.

My existing air filter has a foam cover round the paper section of the filter, but the one that arrived comes off the filter. Should I leave it in place or will it reduce air flow?

I also wondered why it has that stupid cover over it

Like a guaze or something.

Obviously it's ment to stay on but i don't understand why?
Every other paper filter i've used is just a paper filter without a guaze / woop cover thing?

To me the covering over the paper element is bound to reduce airflow

Please help someone as i like to know why
