adaptive headlamps

hye all.

first of all I'm new here. I have a problem about AFS(adaptive frontlighting system). I bought a car in England (which is right hand drive) and I want to use the car in Germany(which is left hand drive). I went for the inspection for the car to be legally driven in German roads, but then the guy from the inspection centre told I have to change the headlamps because of my left headlamp blinding the oncoming German traffic.

The question is; can adaptive headlamps be horizontally adjusted so that my left headlamp not blinding the oncoming traffic? Your helps are deeply appreciated. Thank you.
