Not sure how all states operate inspections.
I am in Upstate NY, we can have 1 (or 2?) incomplete in the computer. I am catless so the catalyst shows incomplete and I pass just fine. California for example is crazy on inspection.
If you don't flash it as I said it will never complete the cycle. best I can say is do it how I posted and take it in for inspection. it either passes or fails. Then you know...

Even with stage 0 the monitors weren’t ready. Still the same thing. I’m going to have someone update the DME’s software. Hopefully that works.

So I just remembered that MHD added that "Oscillation"fix for certain tunes. When you go to flash V10 stage 0 you must also make sure that the oscillation fix box is NOT checked. That will prevent the oxygen sensors from completing the drive cycle.
