Do these come with ballasts? Is everything you need to get these working included (aside from error coding/resistors for led signals)?

Also, I tried looking around but couldn't dig up much, will these fit and function on a US spec E90 without any more problems compared to if I were to retrofit standard US spec xenons? Sorry for the novice question
