Oem diffuser scrapes

Rear oem diffuser has some deep scrapes.. Since it's plastic, is it possible to sand it Smooth it out?

Doesn't need paint since the plastic is black right?

Maybe. Some plastic parts are the same composition throughout, so they'll sand and polish, but some are not.
